Ebola Travel Ban

Something familiar caught my attention in the administrations’s justification for not banning travel from ebola affected countries. The argument was basically that banning travel would not stop many of the people who travel as they would simply find another way to get here and we would not know who they are or where they came from. They would go “underground” or black-markets. This is very close to realizing that people may find other ways to do what they want to even if it is made illegal.
Now replace the word “travel” with “drugs” in the above paragraph.
Is Obama a closet Libertarian?
